Birth Certificate Name Change in Telangana

GHMC corrects spellings and initials, not complete names.

GHMC will correct a spelling, expand initials or add a prefix or suffix, but it will not replace a name completely; that needs a Gazette notification instead. We check which route fits your case, in Hyderabad or elsewhere in Telangana, and prepare the file.

In short

A birth certificate name change in Telangana runs into one hard rule fast: GHMC says a complete change of name cannot be made on the certificate under the Registration of Births and Deaths Act. Only spelling mistakes, expansion of initials, and a prefix or suffix to the existing name can be corrected, at the Registrar’s discretion. Applications go through MeeSeva, for Hyderabad and for municipalities elsewhere in Telangana. A different name is recorded through a Gazette notification instead — there’s no form that gets around that.

Who can apply for a birth certificate correction in Telangana

  • The person named on the certificate, once they are 18.
  • A parent or guardian, for a child under 18.
  • A close relative or someone authorised in writing, where the applicant cannot attend. Ask the office what authorisation it accepts before sending anyone.

The registrar checks that the applicant is connected to the record, so carry ID that shows the relationship as well as the documents listed below.

Two routes for a birth certificate name change in Telangana: a correction filed with GHMC or the municipality, or a legal name change through an affidavit, a newspaper notice and the Gazette of India.
A correction fixes what was recorded. A different name is a legal name change, and that needs the Gazette.

Why people correct a name on a Telangana birth certificate

  • A spelling mistake made when the birth was registered, often found years later by a passport office or an employer.
  • No name on the certificate, because the birth was registered before the child was named.
  • A short form or pet name entered instead of the full legal name, or an initial that was never expanded.
  • Marriage or divorce. A surname taken or dropped later is a legal name change, not a correction; see returning to a maiden name after divorce.
  • Adoption, religious conversion or gender transition, each of which has its own route.
  • A mismatch with Aadhaar, school or board records, where one document has to be brought into line with the rest.
  • The date of birth is wrong too, which is a separate application; see correcting a date of birth.

The reason decides the route. A mistake in what was recorded is a correction. A move to a different name is a legal name change, and that needs the Gazette.

What GHMC will and will not correct in Hyderabad

GHMC’s FAQ says that a complete change in name cannot be carried out, and that only spelling mistakes, expansion of the initials, and a prefix or suffix to the existing name can be made, subject to the satisfaction of the Registrar.

RequestCan it be done on the certificate?
Fixing a spelling, such as Sunita to SunithaYes
Expanding an initial, such as Ravi K. to Ravi KumarYes
Adding a prefix or suffix to the existing nameYes
Replacing the name with a different oneNo. Record it through a Gazette notification

This is the question that decides everything else in a birth certificate name change case here, because applying for a correction when you need a legal change wastes the application fee and the wait.

Hyderabad or the rest of Telangana: which office decides

  • GHMC for births registered in Greater Hyderabad. Apply at any MeeSeva centre; track the application on GHMC’s birth and death portal, bnd.ghmc.gov.in.
  • Municipalities outside GHMC, under the Commissioner and Director of Municipal Administration (CDMA), use a separate CDMA birth corrections form, also filed through MeeSeva. CDMA’s municipal portal is emunicipal.telangana.gov.in.
  • Villages: ask the Gram Panchayat that registered the birth how it takes corrections.

How to correct a name with GHMC

  1. Go to any MeeSeva centre, or apply through MeeSeva online, and choose the birth record correction service.
  2. Return every original birth certificate you have already been issued.
  3. Submit a declaration by the parents attested by two Gazetted officers, and a notarised affidavit on ₹10 non-judicial stamp paper.
  4. Attach proof of the correct name: education certificates, an election ID, a ration card or a passport.
  5. Pay the fees and collect the corrected certificate from MeeSeva after 10 working days.

GHMC’s FAQ says PAN cards, LIC policies and bank documents are not accepted as proof. If you no longer have the certificate, get a duplicate first.

Adding a child’s name later in Telangana

With GHMC, a name can be added within a year of birth on the parents’ declaration alone. After a year, you also need a ration card or residence proof and a school bonafide certificate, and there is a ₹10 late fee on top of ₹20 per certificate.

Applying through MeeSeva online or at a centre

Telangana corrections are filed through MeeSeva, either online or at any MeeSeva centre. For a birth registered in Greater Hyderabad, track the application on GHMC’s birth and death portal.

Outside GHMC, municipalities under the Commissioner and Director of Municipal Administration use a separate CDMA birth corrections form, also filed through MeeSeva.

Documents GHMC accepts, and what it refuses

  • All original birth certificates already issued
  • Parents’ declaration attested by two Gazetted officers
  • Notarised affidavit on ₹10 non-judicial stamp paper
  • Education certificates, election ID, ration card or passport showing the correct name
  • For a legal name change: the original newspaper notice and the Gazette notification

Recording a completely different name in Telangana

Because the certificate will not carry a different name, a legal change is made through an affidavit, a newspaper notice and a Gazette notification, and the notification is kept with the birth certificate.

Step 1: the affidavit

The affidavit gives the old name exactly as it appears on the certificate, the new name, the date and place of birth, the parents’ names and the reason for the change, attested by a Notary Public on stamp paper. Write every detail exactly as it appears on Aadhaar.

Step 2: the newspaper notice in Telugu and English

Publish the change of name in a leading daily newspaper circulating in your area, giving the old name, the new name and your address. The Gazette office needs the original printed page, not a scan, so keep it safe. Most applicants in Telangana publish twice, once in a Telugu daily and once in an English one, since some departments ask to see both.

Step 3: the Gazette notification

Most applicants use the Gazette of India, published by the Department of Publication in Delhi, because the passport office, banks and every department accept it. Telangana also publishes its own state Gazette, but use the Gazette of India unless a department has specifically asked for the state one.

The Department of Publication’s guidelines ask for:

  • A signed undertaking giving your old and new name, your father’s or husband’s name and your address
  • The original newspaper notice
  • The change-of-name matter in the prescribed format, typed, in duplicate, signed in your old name with two witnesses
  • A CD with the same matter in MS Word, without the witness portion
  • A signed certificate that the printed copy and the CD copy match
  • Two self-attested passport photographs and a self-attested photo ID
  • The publication fee, paid through the Bharatkosh portal

The fee is ₹1,100 for an adult and ₹1,700 for a minor. Send the application by post, or hand it in, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. The office does not accept applications through agents or advocates, so the applicant signs and submits it. Documents should be less than a year old, and nothing sent is returned.

No printed copy is posted to you. Publication usually takes 30 to 45 days; after that, download your notice from egazette.gov.in by searching the weekly Gazette, Part IV, for the week it appeared.

Step 4: using the Gazette with your birth certificate

Keep the Gazette notification, the affidavit and the original newspaper notice with your birth certificate… lose any one of the three, and you’re back to explaining the whole story from scratch. Show them together whenever a department asks for proof that both names belong to the same person.

What a name change costs in Telangana

Government and publication costs are modest, and a correction that does not need the Gazette skips the newspaper notice too.

ItemTypical cost
Affidavit (stamp paper and notary)₹200 – ₹500
Newspaper notice₹300 – ₹1,000 or more, depending on the paper
Gazette of India notification₹1,100 for an adult, ₹1,700 for a minor
GHMC correction₹60, plus ₹20 per certificate
GHMC name inclusion after a year₹10 late fee, plus ₹20 per certificate

If you’d like us to prepare the file, we quote our fee in writing after reviewing your documents, so you know the full cost before anything is filed. The GHMC fees are small on paper, but returning every earlier certificate is the part people don’t plan for. A Gazette application is signed and sent by you, as the Gazette office requires.

How long a Telangana correction takes

RouteTypical time
GHMC correction through MeeSeva10 working days, excluding the day you apply
Correction with a municipality under CDMADepends on the municipality
Gazette of India notificationUsually 30 to 45 days after a complete application

Special cases: children, marriage and applicants abroad

  • Marriage. Marriage does not change a birth certificate. A surname taken on marriage is a legal name change, not a correction; the passport office accepts a marriage certificate, but most other departments want the Gazette notification. See our guide to name change after marriage.
  • Children. Parents sign the declaration, attested by two Gazetted officers, for a child’s certificate.
  • Applicants living abroad. The name-change deed can be attested by the Indian Embassy or High Commission and a Gazette of India application sent by post. A family member can usually deal with MeeSeva and the registrar in Telangana on your behalf with written authorisation; ask the office what it accepts.
  • Gender transition. The law on changing name and gender on official records was amended in 2026. Our guide to birth certificate name change for gender transition explains the current routes.
  • Religious conversion. A new name taken on conversion follows the legal name change route; see name change after religious conversion.
  • A parent’s name is wrong rather than the child’s: see correcting a mother’s or father’s name.

Other records do not update themselves. Update Aadhaar first, then use it with the corrected certificate or the Gazette notification for everything else.

Aadhaar first, since banks, the passport office and most Telangana departments now default to checking it before anything else. Get it updated once and you stop having to explain the same correction over and over at different counters.

Common mistakes that delay Telangana applications

  • Applying for a correction when the change is really a different name.
  • Using the GHMC form for a birth registered with a municipality under CDMA, or the other way round.
  • Offering PAN, LIC or bank documents as proof, which GHMC does not accept.
  • Not returning the original certificates already issued.

If your Telangana application is rejected

The single most common reason a GHMC correction bounces back isn’t the ten-day wait — it’s showing up at MeeSeva with the wrong kind of proof. GHMC’s own FAQ rules out PAN cards, LIC policies and bank documents, but those are exactly the papers most people carry in a wallet, so applicants bring them anyway. If your file is turned back for this reason, come back with an education certificate, election ID, ration card or passport instead; nothing else on the accepted list will satisfy the Registrar. The second frequent snag is not returning every certificate ever issued for that birth. GHMC wants all of them handed in before a corrected one is issued, and a single older copy sitting in a drawer somewhere can hold up an otherwise complete file.

Example scenario

An illustration of how the rules above work in practice, not a client record.

A man in Hyderabad wanted his certificate to read “Kumar” in full instead of the initial “K.” his family had used at registration — exactly the kind of expansion GHMC allows without a Gazette. He went to his nearest MeeSeva centre with his PAN card as proof, since it was the only ID he had on him that day. The operator wouldn’t accept it and pointed him straight to the FAQ’s list of documents. He came back a few days later with his SSC marksheet instead, which showed the full name already, and the application went through without further issue. The correction itself took the standard ten working days once the right document was on file; the wasted trip was the only real delay.

Birth certificate name change in Telangana: FAQs

Can I change my name completely on a Telangana birth certificate?

No. GHMC’s guidance says a complete change in name cannot be carried out under the Registration of Births and Deaths Act. Only spelling mistakes, expansion of initials and a prefix or suffix to the existing name can be corrected.

How do I record a new name if the certificate cannot change?

Through an affidavit, a newspaper notice and a Gazette notification. Keep the notification with your birth certificate as proof that both names belong to the same person.

Where do I apply?

At any MeeSeva centre, or MeeSeva online. GHMC handles births in Greater Hyderabad; municipalities elsewhere use a separate CDMA form, also through MeeSeva.

What does a GHMC correction cost?

₹60 for the correction plus ₹20 per certificate, according to GHMC’s FAQ.

How long does a GHMC correction take?

The certificate can be collected from MeeSeva after 10 working days, excluding the day you apply.

Which documents are accepted as proof?

Education certificates, an election ID, a ration card or a passport. GHMC does not accept PAN cards, LIC policies or bank documents.

Does correcting my birth certificate update Aadhaar or PAN?

No. Each is a separate record. Update Aadhaar first, then use it with the corrected certificate or Gazette notification for the others.

Who can apply for a correction in Telangana?

The person named on the certificate, once they are 18. For a child under 18, a parent or guardian applies. Where neither can attend, a close relative or someone authorised in writing can usually file, but ask the office what authorisation it accepts first.

My birth was registered in a village. Where do I apply?

Ask the Gram Panchayat that registered the birth how it takes corrections. GHMC handles Greater Hyderabad, and municipalities elsewhere use the CDMA form through MeeSeva.

What if I no longer have the original certificate?

If you no longer have the certificate, ask the registering office for a duplicate before filing a correction; the correction is made on the record, and you need a copy to show what is wrong.

Do I have to use an agent?

No. Every step can be done by you directly with the registrar, and the Gazette office in Delhi does not accept applications through agents or advocates at all: the applicant signs and submits them. People use us to get the file right the first time, not because the law requires it.

Which newspapers should I use in Telangana?

One Telugu daily and one English daily circulating in your district. Keep the original printed pages, because the Gazette office needs the paper itself rather than a scan.
