Birth Certificate Name Change in Kerala
Adults with a Gazette name change can correct the register once.
In Kerala, the Local Registrar of the panchayat, municipality or corporation corrects birth entries, through K-SMART or ILGMS. Since 2023, adults whose name was changed by Gazette in school records can correct the birth register once. We check your route and prepare the file.

In short
In Kerala, the Local Registrar of the panchayat, municipality or corporation that recorded the birth corrects it under section 15 of the Registration of Births and Deaths Act. Certificates come through K-SMART for municipalities and corporations, and ILGMS for Gram Panchayats — two different systems, so don’t assume one covers the other. Since 2023, an adult whose name was changed by Gazette in school records can have it corrected once in the birth register.
Who can apply for a birth certificate correction in Kerala
- The person named on the certificate, once they are 18.
- A parent or guardian, for a child under 18.
- A close relative or someone authorised in writing, where the applicant cannot attend. Ask the office what authorisation it accepts before sending anyone.
The registrar checks that the applicant is connected to the record, so carry ID that shows the relationship as well as the documents listed below.
Why people correct a name on a Kerala birth certificate
- A spelling mistake made when the birth was registered, often found years later by a passport office or an employer.
- No name on the certificate, because the birth was registered before the child was named.
- A short form or pet name entered instead of the full legal name, or an initial that was never expanded.
- Marriage or divorce. A surname taken or dropped later is a legal name change, not a correction; see returning to a maiden name after divorce.
- Adoption, religious conversion or gender transition, each of which has its own route.
- A mismatch with Aadhaar, school or board records, where one document has to be brought into line with the rest.
- The date of birth is wrong too, which is a separate application; see correcting a date of birth.
The reason decides the route. A mistake in what was recorded is a correction. A move to a different name is a legal name change, and that needs the Gazette.
Where your birth record is held in Kerala
Every birth is registered by the local self-government institution where it happened, and its Local Registrar is the one who corrects it. That is where any birth certificate name change in Kerala begins.
- K-SMART, ksmart.lsgkerala.gov.in, for births registered by municipalities and municipal corporations.
- ILGMS Citizen Portal for births registered by Gram Panchayats.
- The old civil registration site no longer works, so older guides that send you there are out of date.
The one-time correction for adults in Kerala
Since 2023, an adult whose name was changed through a Gazette notification in the school admission register and SSLC certificate can have the birth register corrected once to match.
Before this, such corrections were allowed only in early childhood. To be fair, the change makes sense — a different name on the SSLC and the birth certificate caused real problems with jobs and foreign travel, not just paperwork annoyance. The correction is recorded in the remarks section of the new certificate.
The order is important: first get the Gazette notification and have the school admission register and SSLC corrected, then apply to the Local Registrar for the one-time correction. A simple spelling mistake does not need a Gazette notification at all.
How to correct a spelling mistake on a Kerala certificate
- Identify the Local Registrar from the certificate: the panchayat, municipality or corporation that registered the birth.
- Prepare a notarised affidavit explaining the mistake and the correct spelling.
- Collect proof of the correct name, especially the school admission certificate or SSLC.
- Apply through K-SMART or ILGMS where your local body offers it, or at the office.
- Download or collect the corrected certificate once approved.
Akshaya centres across Kerala offer assisted access to online government services if you would rather not apply yourself. If you no longer have the certificate, get a duplicate first.
Adding a name that was never entered in the register
The Local Self Government Department says a name can be added to a birth registered without one for a late fee of ₹5 up to one year. A special window for cases where 15 years had passed ran until 13 July 2026 and has now closed… so if you missed it, the registrar is your only real option left. Ask whether any similar window is open.
Applying online through K-SMART or ILGMS
Kerala municipalities and corporations work through K-SMART, while Gram Panchayats use the ILGMS citizen portal. The older civil registration site no longer works, so ignore guides that still point there.
Akshaya centres across the state will file an online application for you if you would rather not do it yourself. The Local Registrar of the body that registered the birth still decides the correction.
Documents required for a Kerala correction
- The existing birth certificate
- School admission certificate or SSLC showing the correct name
- Aadhaar or other proof of the correct name
- A notarised affidavit explaining the mistake
- For the one-time adult correction: the Gazette notification and the corrected school records
Changing to a completely different name in Kerala
A legal name change runs in a fixed order: affidavit, newspaper notice, Gazette notification, then the Local Registrar.
Step 1: the affidavit
The affidavit gives the old name exactly as it appears on the certificate, the new name, the date and place of birth, the parents’ names and the reason for the change, sworn on non-judicial stamp paper and attested by a Notary Public. Use the same spelling of your panchayat, municipality or corporation that appears on the certificate, and match Aadhaar letter for letter.
Step 2: the newspaper notice in Malayalam and English
Publish the change of name in a leading daily circulating in your district, giving the old name, the new name and your address. Keep the original printed page, because the Gazette office needs the paper itself rather than a scan. Most applicants in Kerala publish twice, once in a Malayalam daily and once in an English one, since some departments ask to see both.
Step 3: the Kerala Gazette or the Gazette of India
Kerala takes state Gazette name changes online, through COMPOSE. The Printing Department, Government of Kerala, runs compose.kerala.gov.in with NIC Kerala. It publishes the weekly and extraordinary Kerala Gazette and handles citizen services for change of name, religion, caste and signature. Its citizen services helpline is 0471-2331360.
Kerala matters more than most states here, because a Gazette notification is what unlocks the one-time correction described above: the name is changed by Gazette, then in the school admission register and SSLC, and the birth register is corrected from those. Use the Gazette of India instead when you need nationwide acceptance, live outside Kerala, or will use the notification abroad.
The Department of Publication’s guidelines ask for:
- A signed undertaking giving your old and new name, your father’s or husband’s name and your address
- The original newspaper notice
- The change-of-name matter in the prescribed format, typed, in duplicate, signed in your old name with two witnesses
- A CD with the same matter in MS Word, without the witness portion
- A signed certificate that the printed copy and the CD copy match
- Two self-attested passport photographs and a self-attested photo ID
- The publication fee, paid through the Bharatkosh portal
The fee is ₹1,100 for an adult and ₹1,700 for a minor. Send the application by post, or hand it in, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. The office does not accept applications through agents or advocates, so the applicant signs and submits it. Documents should be less than a year old, and nothing sent is returned.
No printed copy is posted to you. Publication usually takes 30 to 45 days; after that, download your notice from egazette.gov.in by searching the weekly Gazette, Part IV, for the week it appeared.
Step 4: back to the Local Registrar
Take the Gazette notification, the affidavit, the original newspaper notice and the existing certificate to the Local Registrar of the panchayat, municipality or corporation that registered the birth. The registrar decides whether the entry can be updated. Where it cannot, keep the Gazette notification with your birth certificate as proof that both names belong to the same person.
What a name change costs in Kerala
Government and publication costs are modest, and a correction that does not need the Gazette skips the newspaper notice too.
| Item | Typical cost |
|---|---|
| Affidavit (stamp paper and notary) | ₹200 – ₹500 |
| Newspaper notice | ₹300 – ₹1,000 or more, depending on the paper |
| Gazette of India notification | ₹1,100 for an adult, ₹1,700 for a minor |
| Adding a name within a year | ₹5 late fee |
| Registrar correction fee | Set by the local body, usually small |
If you’d like us to prepare the file, we quote our fee in writing after reviewing your documents, so you know the full cost before anything is filed. It’s the sequencing that costs people time here, not the money — get the Gazette and school records sorted before you ever approach the registrar. A Gazette application is signed and sent by you, as the Gazette office requires.
How long a Kerala correction takes
| Route | Typical time |
|---|---|
| Correction through K-SMART, ILGMS or the office | Depends on the local body and how complete the file is |
| Legal name change | Around 2 to 4 months; the Gazette step alone is usually 30 to 45 days |
Special cases: children, marriage and applicants abroad
- Marriage. Marriage does not change a birth certificate. A surname taken on marriage is a legal name change, not a correction; the passport office accepts a marriage certificate, but most other departments want the Gazette notification. See our guide to name change after marriage.
- Children. A parent or guardian applies for the child. For an adult, see the one-time correction above.
- Applicants living abroad. The name-change deed can be attested by the Indian Embassy or High Commission and a Gazette of India application sent by post. A family member can usually deal with the Local Registrar in Kerala on your behalf with written authorisation; ask the office what it accepts.
- Gender transition. The law on changing name and gender on official records was amended in 2026. Our guide to birth certificate name change for gender transition explains the current routes.
- Religious conversion. A new name taken on conversion follows the legal name change route; see name change after religious conversion.
- A parent’s name is wrong rather than the child’s: see correcting a mother’s or father’s name.

After the certificate is corrected: what to update next
Other records do not update themselves. Update Aadhaar first, then use it with the corrected certificate or the Gazette notification for everything else.
Update Aadhaar before anything else on this list. Banks, the passport office and most Kerala departments now treat it as the record of first resort, so getting it right once means fewer arguments later about which name is the real one.

Common mistakes that delay Kerala applications
- Following an old guide to the former civil registration site, which no longer works.
- Applying for the one-time correction before the school records have been corrected.
- Using K-SMART for a Gram Panchayat birth, which is on ILGMS.
- Keeping only a scan of the newspaper notice when the original printed page is needed.

If your Kerala application is rejected
The one-time adult correction gets rejected almost every time someone applies to the Local Registrar before the school admission register and SSLC have actually been updated. The rule reads as one sequence — Gazette first, then school records, then the birth register — but it’s easy to assume the Gazette notification alone is proof enough and apply early. If your registrar sends the file back for this reason, go get the SSLC and admission register corrected first, which is a separate process through the school and the board, and only then reapply with both corrected documents in hand. The other common rejection is simpler: applying on K-SMART for a birth that was actually registered by a Gram Panchayat, which sits on ILGMS instead. The two systems don’t share records, so the right portal matters as much as the right documents.
Example scenario
An illustration of how the rules above work in practice, not a client record.
A woman in Kochi had legally changed her first name years earlier through a Gazette notification, but her birth certificate still carried the old one. Once the 2023 rule opened the one-time correction, she went straight to her municipality with the Gazette copy, assuming that alone would be enough. The Local Registrar turned her away: her SSLC and school admission register still showed the old name, and the rule requires those to be corrected before the birth register can follow. She spent close to two months getting the board to update her SSLC, then returned to the registrar with both documents matching. The correction itself, once she had the right paperwork, took less time than the SSLC update had.
Birth certificate name change in Kerala: FAQs
Which portal do I use in Kerala?
K-SMART for births registered by municipalities and corporations, and the ILGMS Citizen Portal for Gram Panchayats. The old civil registration site no longer works.
Can an adult correct the name on a Kerala birth certificate?
Yes, once, if the name was already changed through a Gazette notification in the school admission register and SSLC. The correction is noted in the remarks section of the new certificate.
Do I need a Gazette notification for a spelling mistake?
No. A simple spelling mistake can be corrected by the Local Registrar on supporting documents.
Can I still add a name after 15 years?
The special window for those cases closed on 13 July 2026. Ask the Local Registrar whether any similar window is open.
Who is the Local Registrar?
The registrar of the Gram Panchayat, municipality or corporation where the birth was registered.
Does correcting my birth certificate update Aadhaar or my passport?
No. Each is a separate record. Update Aadhaar first, then use it with the corrected certificate or Gazette notification for the others.
Who can apply for a correction in Kerala?
The person named on the certificate, once they are 18. For a child under 18, a parent or guardian applies. Where neither can attend, a close relative or someone authorised in writing can usually file, but ask the office what authorisation it accepts first.
Can an Akshaya centre apply for me?
Yes. Akshaya centres offer assisted access to online government services if you would rather not apply yourself. The Local Registrar of the body that registered the birth still decides the correction.
What if I no longer have the original certificate?
If you no longer have the certificate, ask the registering office for a duplicate before filing a correction; the correction is made on the record, and you need a copy to show what is wrong.
Do I have to use an agent?
No. Every step can be done by you directly with the registrar, and the Gazette office in Delhi does not accept applications through agents or advocates at all: the applicant signs and submits them. People use us to get the file right the first time, not because the law requires it.
Can I apply for the Kerala Gazette online?
Yes. The Printing Department runs COMPOSE at compose.kerala.gov.in with NIC Kerala, which publishes the Kerala Gazette and handles citizen services for change of name, religion, caste and signature. The citizen services helpline is 0471-2331360.
Which portal do Gram Panchayat births use?
The ILGMS citizen portal at ilgms.lsgkerala.gov.in. Municipalities and corporations use K-SMART instead. Both lead back to the Local Registrar of the body that registered the birth.
Which newspapers should I use in Kerala?
One Malayalam daily and one English daily circulating in your district. Keep the original printed pages, because the Gazette office needs the paper itself rather than a scan.
